Nebius invests $10bn in 310MW AI Factory in Finland

Nebius is building a 310MW AI Factory in Lappeenranta, Finland, with a $10bn investment, set to become one of Europe's largest dedicated AI facilities by 2027.

AI cloud company Nebius has announced the construction of a new AI Factory in Finland. Based in Lappeenranta and with a capacity of up to 310 megawatts (MW), Nebius is investing US$10 billion into the expansion, with the AI Factory expected to be available to customers in 2027.

The site will be one of Europe’s largest dedicated AI Factories when fully deployed, Nebius said, with this expansion following the company’s recent expansion of its first Finnish data centre in Mäntsälä up to 75MW.

Nebius said it plans to further expand in Finland in the future as it continues its global capacity build-out.

“We have been building in Finland for many years and are pleased to be expanding our presence here,” said Arkady Volozh, founder and CEO of Nebius. “Lappeenranta represents a significant addition to our global AI infrastructure build-out and will make a significant contribution to achieving our capacity goals.”

The Lappeenranta AI Factory is designed to offer economic and employment benefits to the South Karelia region of Finland. Construction is expected to create up to 700 skilled construction jobs, mostly sourced in the local area, with roughly 100 permanent jobs when the site is operational.

Nebius is also exploring partnerships with local academic institutions to develop talent pipelines and support long-term innovation and economic development in the region.

“Lappeenranta offers an increasingly attractive environment for innovation, with our universities playing a key role in developing top talent tailored to the needs of high-tech industries,” commented City of Lappeenranta Mayor Tuomo Sallinen. “The new data centre will position our city at the forefront of Finland’s AI ecosystem and help meet Europe’s growing demand for AI for decades to come.

“We’re proud that this project is being realized in Lappeenranta and in Finland, built sustainably on clean energy and driven largely by Finnish expertise.”

Targeting more than three gigawatts (3GW) of contracted power by the end of 2026, Nebius has been securing approval for a range of new sites. It recently got the sign-off for its first gigawatt-scale AI Factory in Independence, Missouri, in addition to a new AI Factory near Lille, France, that will have capacity of 240MW when fully completed.

As global demand for AI continues to soar, Nebius said its AI Factories will aim to serve AI builders with Nvidia’s Blackwell and Rubin chips to offer accelerated compute. Its facility in Mäntsälä already houses the Nvidia GB300 NVL72 platform.

Additionally, sustainability will be a key priority in the design of the new AI Factory. Its severs will be cooled using a closed-loop liquid cooling system, thereby removing the need for the AI Factory to rely on water intake.

The cooling system will be designed to integrate a heat recovery system, Nebius said, which enables the opportunity for excess server heat to be donated to the local district heating network. Nebius added this approach at its Mäntsälä site avoided approximately 4,000 tonnes of CO₂e emissions associated with heat production in 2025 and reduced heating costs for connected households by around 10%.
